Recent, extraordinary events have created opportunities and requirements to develop a roadmap to the goal of verifiable and irreversible denuclearization of the Democratic People’s Republic of Korea (DPRK), or North Korea. The technical and policy scope of a DPRK denuclearization roadmap must prioritize verifiable declaration and dismantlement of the DPRK’s nuclear weapons program, including nuclear weapons, nuclear materials, and relevant equipment, facilities, and documents. The roadmap scope should also address: redirection of the DPRK’s nuclear weapons personnel; strengthened international safeguards and continued monitoring to detect any future clandestine nuclear activities; and effective export controls to prevent import or export of sensitive materials and technologies related to spent-fuel reprocessing and uranium enrichment.
Kyung Hee University located in Seoul, the Global America Business Institute (GABI) based in Washington, D.C., and the Natural Resources Defense Council (NRDC) headquartered in New York together will convene a private meeting on the DPRK denuclearization roadmap on November 15, 2018 at NRDC’s office in Washington, D.C. (1152 15th Street, N.W., Suite 300). The objective of the meeting is to discuss findings from leading technical and policy experts pertinent to a DPRK denuclearization roadmap, including case studies from the end of the Cold War. This meeting will be off the record, and summary recommendations and technical data will be briefed to stakeholders in South Korea to support the development of a DPRK denuclearization roadmap.
